Not from the stumps. Ashe juniper does not resprout when it is cut at ground level, because the growing point sits above the cut — a mulched cedar is a dead cedar. What returns is seedlings germinating from seed already in the soil, and on a heavily infested tract there can be plenty. A walk with a chainsaw two or three years out keeps you well ahead of it, and that is a far cheaper problem than mesquite regrowth on the prairie side.
Flag them before the machine arrives, and think about timing. The two risks are physical contact with trunks and roots, and wounding oaks during the high-risk oak wilt window in spring — Texas A&M Forest Service advise against wounding oaks then. On mature breaks across a working ranch, a high-HP dedicated machine at $14,000 a week is the only thing that gets the per-acre cost down to something sensible. Sending the big machine to the small job wastes money; sending the small machine to the big one wastes weeks.
