No. Mesquite resprouts from the root crown, so a mechanical pass gives you a clean site and resets the clock rather than ending the problem. Ranchers here generally treat mulching as the reclamation step and then manage regrowth with individual-plant treatment. Your county extension office is the right source on chemistry and timing.
